My neighbors have an aggressive dog who is constantly trying to jump the fence to get to my kids

Texas: dog and fence aggressive issues

We paid for and had a perimeter fence installed several years ago, inside our property line, not on the property line, but inside.

Our neighbors have an aggressive dog who is constantly trying to jump the fence to get to my kids. He not only barks, he growls, jumps and gets even more excited when my kids run around in our yard. (I have a lot of videos of him trying to jump unprovoked). This dog is about 120 lbs dog.

Our problem of course is that my kids/dogs get beat up, but my 40lb daughter has had her femur repaired and has been wheelchair bound for several months and now she is just starting to play again. But we will have surgery next month and start over. So any dog that comes into contact with it can seriously injure it, even if the dog is not aggressive.

Neighbors used our fence as theirs and crossed their property just to keep the dog inside.

The owners told us about the aggression and jumping up and would not correct the behaviour, just sit outside and watch it. So talking to them did nothing.

So I need to know, can I add Hotwire to the outside of my fence inside my property line to prevent the dog from jumping up and trying to get over him because I'm afraid it might happen again?

This dog is going to end up destroying our expensive fence and needs to stop jumping on it ASAP. Can we tell them they need to put up their own fence?

Animal control doesn't do anything unless someone is attacked and I won't wait for that to happen. I want to be proactive to prevent my kids, dogs, or ourselves from getting too hurt.

What options do we have?
