Planned to have a co-endorser return and finish the desk work. The vehicle parcel let him drive out for two days when the co-endorser pulled out. He drove the vehicle back to the vehicle parcel and let them know he didn't have a co-endorser and left the vehicle. They just gave him 300$ back. Is this lawful? It's in West Virginia.
