Assuming I offered a vehicle to someone quite some time ago like a year

Assuming I offered a vehicle to someone quite some time ago like a year prior and I continue to get tickets via the post office in my name for this vehicle, lawfully would I be able to take this vehicle move in my ownership on the off chance that I'm ready to find it? Regardless of whether the they have the title? If not , does anybody has at least some idea how to deal with this? (From tx)
